In respect of exports from Russia there are now certain commodities that are under ‘export restriction’. The list is rather extensive but in general covers auto spare parts – hi-tech items – machinery – agricultural products.
It can be quickly established if the cargo is export restricted or not by the first 4 digits of the HS Code. If the cargo is HS Code restricted for export, then it is not necessarily the end of the story.
The Russian exporter needs to obtain a Certificate of Origin from the Russian Chamber of Commerce.
This COO needs to indicate that the item in question is 100% manufactured in Russia and contains no components / parts originally manufactured outside Russia. If this is obtained, then regardless of the HS Code restriction, the cargo can be exported from Russia.
